Maryland Public Service Commission Invites Comments on Proposed Potomac Edison 230 kV Line in Carroll County

(BALTIMORE, MD) – Local residents and other interested members of the public are invited to comment on a proposal by applicant The Potomac Edison Company to construct a 230kV line in Carroll County. The hearing will take place VIRTUALLY on Thursday, October 29, 2026, at 6:30 p.m.
The Maryland Public Service Commission has delegated this case to its Public Utility Law Judge Division; Chief Public Utility Law Judge Kristin Case Lawrence will preside over the hearing.
In July 2025, Potomac Edison applied to the Commission for what is known as a Certificate of Public Convenience and Necessity (CPCN), which grants an applicant the authority to construct, modify or operate major public utility infrastructure. According to the application, Potomac Edison proposes to construct a 230 kV line on the existing Carroll-Germantown 138 kV transmission line in Carroll County, Maryland.
In addition to taking comments from the public, the hearing will include presentations by the applicant and the Power Plant Research Program of the Maryland Department of Natural Resources, followed by the Commission’s Technical Staff, as to their recommendations regarding the proposed project.
